Tetsuo Shima
Preliminary Notes
Akira, created by Katsuhiro Otom, released in 1982 in manga format. While the anime OVA is more famous, we’ll be using the manga as the primary resource for Tetsuo’s story. The 1988 OVA changes up many aspects of the story to fit a two-hour runtime. However, we will use the OVA for supporting feats, statements, and likely the bulk of footage.

Background
(as told in the manga)
In the beginning, an explosion wiped out Tokyo and marked the beginning of World War III. Later, Tetsuo was abandoned by his parents at a very young age. Upon being bullied at his new place of stay, he ended up making friends with a young Kaneda. They would grow up together as best friends in Neo-Tokyo and even formed a gang, The Capsules, with Kaneda as its charismatic leader. Even during his times at a vocational training school, the delinquents would always mess around on their bikes.
However, this would change when during a rumble with their rival gang, The Clowns, Tetsuo would get into a horrific bike accident after a near-miss with a child possessing psychic powers. Experiments would be conducted on him until Tetsuo gained these abilities for himself. His power quickly grew as he decided to confront a government-kept secret in Akira, the one responsible for the original Tokyo Explosion. After a scuffle between the resistance group of Japan, the government, and Tetsuo, ANOTHER explosion by Akira would go off and set Neo Tokyo even further back in technology.
Tetsuo would use this opportunity to build a new empire, The Great Tokyo Empire, essentially its own country. He established himself as a right hand with Akira as the figurehead. He ruled with an ironfist and swung his weight around. As multiple factions in the post-apocalyptic Neo-Tokyo closed in, Tetsuo was fighting his own battle in keeping his powers under control. After seeking a new girlfriend in Kaori (which he only did so after making her his concubine), he searched for answers and eventually went off his drug addiction to become stronger.
The American governments, resistance, and psychic folks of the West began to do battle. Tetsuo powers would end up surmounting all of them, but he began to lose grip on reality. He would eventually have a final confrontation with Kaneda, where his own insecurities and feelings burst out into ego death, turning him into a mass of pure energy. Now fully awakened, Akira would carry his spirit and abilities to a higher plane of existence, and his reign of terror was over.
Powers & Abilities
Offense
Telekinesis - Standard telekinesis. He can move, crush, bend, and do whatever he wants with objects with mere thoughts. Even if it’s simple destruction, he can do it. He can even target specific body parts.
Psychic Barriers - He has barriers of psychic energy that completely repels attacks done against him. He has to manually activate it, however. But this barrier also works with other psychic attacks.
Lightning Bolt - Tetsuo once appeared as a lightning bolt coming down from the sky.
Big Bang - *Only usable in his pure form. He does not have control over this power, but this essentially lets him cause a massive explosion of light that is described multiple times as being a big bang due to the nature of it collapsing protons, causing nuclear fission, so on and so forth.
Seismic / Weather Manipulation - His psychic energy is potent enough to cause nationwide catastrophe. It once caused an earthquake 300km below the crust.
Defense & Movement
Absorption - One of his most famous abilities. His flesh can meld inorganic and organic material into his being, providing his power with the energy it hungers. He used this ability to graft an arm out of parts of a building, or even absorb metal from fighter jets.
Gravitational Well - Tetsuo can create gravitational wells that lessens the effects of gravity in his surrounding radius or bring mass to others. He could also expand this to create a pseudo shield that can crush people.
Flight - The power of flight.
Teleportation - He can teleport to anything. Tetsuo’s even learned to hone in one specific psychic energy to teleport directly to their location.
Support
Telepathy / Mind Reading - Outside of specific strong minds, Tetsuo can read the minds of others to gather intelligence. He mostly uses this to receive information from people as they are thinking it.
Regeneration - His psychic powers can heal him immediately. He’s restored himself after bullet wounds, but also restored lost limbs with it too.
Immunity to biochemical weaponry / poison - After absorbing a biochemical weapon and its subsequent poisonous gas, Tetsuo became immune to all manners of bio-attacks such as poison.
Resistance to Extreme Temperatures - He can survive in temperatures nearing Absolute Zero.
Esoteric
Power Growth - Most interesting of all, Tetsuo’s power grows at a rapid rate, similar to Akira and is far more than he can handle. He continues to grow in power with each passing second unless he takes drugs to circumvent it.
Ego Collapse / Pure Form - After undergoing ego death, Tetsuo’s raw power explodes into a giant mutated flesh baby which represents the pure power he possesses. He’s less of a psychic and more along the lines of a pure monster of energy comparable to the “memories of the universe”. It can absorb large structures and people with ease. He’s at full power and it required Akira absorbing his being to fully defeat Tetsuo.
Feats
Strength & Attack Potency
Lifting and crushing various structures with his psychic powers (forklifts, buildings, etc.).
Cratered the moon, which in turn caused devastating effects across the world.
Statement that the psychics could destroy the planet a hundred times over.
After losing control of his power, caused an explosion that had to be absorbed by Akira.
Said explosion in the past was compared to Akira, which was then stated multiple times to have likeness to the Big Bang.
Speed & Reactions
Reacted to machine-gun, sniper, and pistol bullet rounds.
Reacted to / Dodged laser rifles that were stated to be beams of light. (manga | anime)
Durability & Stamina
Survived overdosing on pills (said pills can kill someone with a single drop)
Tanked many, MANY shots from the SOL Satellite laser.
Skill & Intelligence
Defeated Kei, Lady Miyako, the child espers.
Was instrumental in forming the Great Tokyo Empire, its own dysfunctional country
Could gain any intel he wants by reading someone’s mind
Scaling
Non-Psychic Humans (Kei, Kaneda, Capsule Gang, etc.)

Tanked the outskirts of explosions, including those from the SOL Satellite

Weaknesses
Most notable of all is that Tetsuo doesn’t have full control of his powers. Exerting too much has proved to cause irreparable effects on his body. Should he lose control, he will fall into his Pure Power form (the giant mutant baby).
His abilities require him to manually use them, none of them are passive besides immunities and resistances. Faster characters can take advantage of this (this is how Kaneda and Kei originally planned to kill Tetsuo)
Very headstrong and childish. Likely from an inferiority complex.
In his Pure Form, he doesn’t put up any form of defenses and is susceptible to just about every form of attack.
