Sanji was born into the Vinsmoke Family, rulers of the militant Germa Kingdom. His autocratic father had forced Sanji’s mother to take a medicine that would physically enhance Sanji and his siblings to superhuman levels at the cost of their emotions, turning them into the perfect super soldiers. Sanji’s mother, horrified, took a special drug that was supposed to counteract the effects of the super soldier treatment. It only worked on one of her children: Sanji. Mocked and belittled by his siblings, Sanji was also a constant disappointment to his father, who expected more than the regular boy that he got. Fed up with Sanji’s failures to live up to expectations, Judge locked Sanji in a dungeon and wished for him to die. With his sister Reiju’s help, Sanji escaped and Judge ordered Sanji never to return.
Sanji was eventually captured by the pirate Red-Leg Zeff while working as a cook on a ship. Caught in a storm and shipwrecked, Sanji and Zeff almost starved to death. Unbeknownst at first to Sanji, Zeff gave him all the rations they had left and ate his own leg to survive. Indebted to Zeff, they formed a father-son relationship and began working at the floating restaurant, the Baratie, with Zeff as the head chef and Sanji as the sous-chef. Sanji was trained not only in cooking but also in Zeff’s kick-based martial arts.
Cut ahead several years to the arrival of the Strawhat Pirates at Baratie. After fending off an attack from the Krieg Pirates, Sanji joined the Strawhats as their cook and began his long adventure with them. They would travel across the Grand Line, battle warlords and emperors, and even be separated for two years. After enduring hell at Momoiro Island, Sanji reunited with his friends and continued on with them. They are currently in the midst of battle in the island of Wano against the combined forces of two Yonko: Big Mom and her Sweet Pirates and Kaido and his Beast Pirates.
Experience
Sanji has trained for years as a martial artist, whether it be under his father Judge, or his surrogate father figure Zeff. He was also “trained” by the Okama of Momoiro Island, forced to run screaming in terror from them for essentially two years straight, leading to him becoming a far stronger fighter and developing new abilities.
He has been a member of the Strawhat Pirates for several years now and is a part of the team’s “Monster Trio,” its three strongest members (including Luffy and Zoro). While Luffy always fights the big bad and Zoro usually fights the sword-wielder, Sanji often finds himself paired up against an opposing crew’s martial artist. Arsenal
Germa 66 #3 “Stealth Black” Raid Suit
After his reunion with his Germa 66 brethren, Sanji got a hold of a Raid Suit, a portable battlesuit-in-a-can that greatly enhances his strength, speed, and durability, and gives him a couple extra abilities. Along with their superhuman physical enhancements, the Germa 66’s raid suits have made them one of the most formidable paramilitary forces in the world. Sanji’s battlesuit was the model for the fictional character Stealth Black, while Sanji has named himself: Soba Mask.

Knives
(Ch. 370, pg. 13) While he never carries them around, if he has access to them, he has been taught in swordsmanship, and used them to shred Wanze’s Ramen Battlesuit. His technique of using them is called “Houchou Sabaki.” While not as impressive a swordsman as Zoro, he did manage to defeat Wanze without even touching him. Sanji has promised not to use knives to hurt people, only prepare food, but this wouldn’t apply in a Death Battle. Image
Abilities
Black Leg Style
Under the tutelage of Red-Leg Zeff, Sanji was trained in the Black Leg martial arts style, a style which focuses entirely on kicks. It is based on the real world martial arts of Brazilian Capoeira, French Savate, and Korean Taekwondo. Due to being a cook, Sanji refuses to use his hands for anything other than supporting himself during a fight. However, this does not prevent him from having the same degree of flexibility as a traditional martial artist. Also likely due to his cook heritage, Sanji has named the majority of his kicks using French cuisine vocabulary. His moves, sometimes arranged in larger combos, include:

Collier: A kick to the neck from the ground.
Collier Shoot: A stronger version of the Collier kick, Sanji jumps into the air and lands a powerful kick to the neck.

Diable Jambe
Literally, “Devil Leg,” by heating up his leg until it is white hot and on fire, Sanji can immensely increase his kicking power, like a Super Saiyan transformation localized entirely to his leg, or as Sanji puts it, “the destructive power of the Devil.” It can also cause internal burn damage on opponents he kicks, somewhat bypassing conventional durability. Sanji originally achieved this by spinning his leg until it caught fire, but can now do so on command, and even underwater.
Flambage Shot: Sanji kicks the side of an opponent with his foot and Diable Jambe's heat greatly increases the power, often with explosive effect. The target is usually kicked downwards, causing them to come crashing into the ground.

Collier Strike: Sanji jumps into the air, appearing in front of his opponent and then lands a devastating kick to their neck. This kick is not only strong enough to send the opponent flying while burning them, but also releases a small stream of fire that pierces through the opponent's body.

Haki
Haki is an invisible spiritual energy that everyone possesses but only a unique few (like Sanji) have learned how to use. It has three main forms, Armament Haki (Chocolate), Observation Haki (Vanilla), and Conqueror’s Haki (Strawberry). Sanji has learned how to use the first two.
Armament Haki: Sanji can use Busoshoku or Armament Haki as an invisible coating around himself to strengthen his defense and greatly increase his attack power. He can also use it to attack Logia-users or other Devil Fruit users who are normally unaffected by physical attacks.
(Ch. 668, pg. 12) In reference to defeating Caesar Clown, a logia-user, Luffy states Sanji can use haki. Image
(Ch. 833, pg. 9) Using Armament Haki to strengthen his attacks against his father. Image
(Ch. 844, pg. 4) Causes Luffy to bleed from his physical strikes. Due to Luffy’s Devil Fruit, he is normally immune to physical attacks, so Sanji had to have been using haki to hurt him. Image 1 Image 2 Image 3
(Ch. 899, pg. 15) Blocked an attack from Daifuku’s genie. The anime confirms that not only was he using haki, he was using Hardening, a stronger version of usual haki, both for defense and offense. Frankly, it’s possible he’s been using it, it was just impossible to tell with his black pants. Image
Observation Haki: While Sanji is proficient in Armament Haki, he is a far greater master of Kenbunshoku or Observation Haki. This gives its user a “sixth sense” of sorts that can detect the spiritual presences of others nearby and even give limited precognition. In the Strawhat’s Monster Trio, while Zoro’s speciality is Armament Haki, Sanji’s speciality is Observation Haki.

Not only is a projectile fired by a Yonko Commander moving extremely fast, this should be due to Katakuri’s precog unless Sanji’s was similarly advanced for a brief moment. Strategic Mind
Unique among the Monster Trio, Sanji is actually fairly intelligent outside of combat. While Luffy and Zoro will almost always rush into battle through the front door without a second thought, Sanji is just as likely to hang back, take an alternate route, and strategize.

Scaling
Zoro
Zoro and Sanji have maintained a rivalry from Day One. They are both a part of the Strawhat “Monster Trio,” essentially the top three strongest members of the team. While Zoro can be argued to be slightly stronger than Sanji due to the general trends of the narrative, they are consistently portrayed to be close in ability. Justification for scaling includes:

At the conclusion of Enies Lobby, Sanji fights Jabra and Zoro fights Kaku. The strength of CP9 members can be measured in Doriki, similar to the power levels from Dragon Ball. Jabra has a Doriki of 2180, while Kaku’s is 2200, indicating nigh-parity between the two CP9 members and thus nigh-parity between Zoro and Sanji.
(Ch. 485, pg. 12) Is the second to wake up from the Ursus Shock, only moments after Zoro, indicating his durability is similar if not just below Zoro’s. Image
(Ch. 944, pg. 7) Sanji has dodged an attack from X Drake, one of the Supernovas like Luffy and Zoro, indicating he is on that same level. Image 1 Image 2
Now, in terms of feats that can be scaled:
(Ch. 778, pg. 8) Zoro cut Pica in half while Pica was the size of a mountain. Of note, Zoro did this fairly easily, and did so in an arc from several years ago. Both Zoro and Sanji have gotten stronger and fought stronger opponents. Luffy
Obviously at Luffy’s peak strength, he dwarfs everyone else on his team, including Sanji. However, Luff’s peak is relegated to Gear Fourth. Sanji has shown plenty of evidence of scaling to Base, Geard Second, and Gear Third Luffy feats, even with haki included. Justification for scaling includes:
During the Enies Lobby arc, when Luffy first activated Gear 2nd against Blueno, he devastated him in only a couple of hits. Similarly, once Sanji used Diable Jambe against Jabra, Sanji defeated him in only a couple of hits as well. Blueno has a Doriki of 820 while Jabra’s is 2180, over 3x greater. Now, Luffy did later fight Rob Lucci, whose Doriki is 4000, but their fight was far more even and drawn out compared to G2 Luffy vs Blueno and DJ Sanji vs Jabra. All that is to say that Diable Jambe should put Sanji on the same level as Geard 2nd does for Luffy.

It took a Diable Jambe Strike and an Elephant Gun to do it, indicating that Sanji’s Diable Jambe is roughly as strong as Luffy’s haki-enhanced Elephant Gun, which is a Gear 3rd move. This is essentially the scaled up, post-timeskip version of the comparison I made earlier. Image

Now, in terms of feats that can be scaled:
(Ch. 298, pg. 11) Luffy bashes Enel with the giant golden ball Enel attached to Luffy’s arm so fast Enel can barely react to it. He even notes that it’s fast. Why does that matter? Enel can move as literal lightning. Image
(Ch. 601, pg. 12) Luffy dodges a beam of light from a Pacifista casually. Was in Base when he did this, as it’s clear he went into Gear 2 right after. Image
Kalifa
Kalifa is a CP9 agent that Sanji fights briefly in the Enies Lobby arc. Sanji was easily capable of dominating in their fight, but he held back because she was a woman. Had he not, he would have won easily, as evidenced by her lesser Doriki. Justification for scaling includes:
(Ch. 403, pg. 3) Intercepts a Soru kick and blocks it from Kalifa. Soru users move at speeds much faster than the eye can track. Image
Now, in terms of feats that can be scaled:
In (Ch. 407, pg. 18), Kalifa surrounds herself in soap faster than Nami’s lightning can strike her, giving context to her speed, and thus Sanji’s speed for keeping up. Image 1 Image 2 Image 3
Supernovas
The Supernovas are a group of up and coming pirates with high bounties. Luffy and Zoro are a part of this group, so Sanji should scale to the rest of them, as none have the same feats as those two do, and we’ve already established Sanji scales to them. Why is Sanji absent from their line up? It’s likely due to his reputation, or lack thereof. Almost every Supernova is a Captain, like Luffy. Zoro was a feared East Blue Pirate Hunter before joining the Strawhats. Sanji was just a cook. He’s built his reputation over time, but Luffy and Zoro were starting from higher. That being said, the feats I’m scaling Sanji to here are Pre-Timeskip feats, so there shouldn’t be any problem.
(Ch. 508, pg. 9) Basil Hawkins recognizes Kizaru’s kick before it lands, which Kizaru described as moving at the speed of light on the page before. Image

Sabo
Sabo is the inheritor of Ace’s will: he’s both Ace and Luffy’s “brother” and the literal inheritor of Ace’s Mera Mera no Mi. As such, he has shown himself to be roughly on par with Ace so far in the story, which means he should be comparable to Sanji. Justification for scaling includes:
(One Piece: Stampede 35:53) Sanji dodges a punch from Smoker and fights him evenly. At (1:10:41) Smoker fights with Sabo evenly. So roughly speaking in terms of speed: Sanji = Smoker = Sabo.
Now, in terms of feats that can be scaled:
(One Piece: Stampede 1:35:24) Sabo blitzes Kizaru’s light beams with his fire.
Pica
Pica is one of Doflamingo’s elite officers, the strongest members of his crew besides, of course, Doflamingo. He was easily dispatched by Zoro in their battle during the Dressrosa arc. Justification for scaling includes:
(Ch. 680, pg. 15) Sanji was capable of holding his own against another Elite Officer of the Donquixote Pirates: Vergo. While Vergo did manage to crack Sanji’s shin during their fight, their battle was ultimately inconclusive. This was also during Punk Hazard, the arc before Dressrosa and several arcs before the current time, where Sanji has gotten much stronger. Image
(Ch. 724, pg. 5) Doflamingo, Pica’s superior, called Sanji’s kicks powerful. While Doflamingo was clearly superior to Sanji at the time, this compliment does put him within Pica’s range. This was also well before Sanji could compete with Yonko elite officers like Daifuku and Oven, who should be far beyond Shichibukai elite officers and even the Shichibukai themselves. Image
Not to reiterate, but we’ve already established Sanji should be roughly on par with Zoro, who owned Pica in their fight. Both Zoro and Sanji have gotten stronger since then.
Now, in terms of feats that can be scaled:

Fujitora
Fujitora is a Marine Admiral, one of the World Government’s most powerful warriors. While Sanji definitely doesn’t scale to Fujitora’s full power, we really haven’t seen Fujitora’s full power yet. He’s been pretty casual thus far in terms of feats and combat with other scalable characters. Essentially, Sanji = Casual Fujitora = all his feats so far. Justification for scaling includes:
(Ch. 730, pg. 4) Zoro clashes with Fujitora and withstands his gravity power sending him into a hole in the ground. Image 1 Image 2 Image 3
(One Piece: Stampede, 48:07) Zoro fights very evenly with Fujitora here, and even slices the meteor he summoned in half.

(Ch. 724, pg. 4) Sanji has survived being sliced by Doffy’s strings, which easily cut through Fuji’s meteors, and recovered by the next page. Image
Now, in terms of feats that can be scaled:

(Ch. 798, pg. 11) Fujitora lifts an enormous amount of rubble of the island of Dressrosa and holds it there for several chapters (even while fighting Luffy, so he’s doing it very casually). Image 1 Image 2

Zephyr
Zephyr, or just Z, is an ex-Marine and overall badass that Luffy and crew fight earlier on in the post-timeskip era. He’s a non-canon character from a non-canon movie, but the movie itself doesn’t deviate from One Piece’s world and established norms, it just doesn’t fit into continuity, sort of like the Dragon Ball Z movies. In that sense I think it meets our composite qualifications. Justification for scaling includes:
(One Piece Film: Z, 26:45) Sanji takes a direct punch from Zephyr and then another attack a few minutes later.
(One Piece: Film: Z, 1:38:40) Luffy defeats Z with only Gears 2 and 3 + haki. Using that same combination, Luffy and Sanji together stopped an attack from Big Mom, indicating that combination is equivalent in strength to Sanji’s Diable Jambe.
Now, in terms of feats that can be scaled:
(One Piece Film: Z, 7:58) Zephyr survives an enormous, island-obliterating explosion with only moderate injury.
Result: roughly island-level
(One Piece Film: Z 6:23) Zephyr does battle with Kizaru, matching him and blocking his lasers from up close.
Weaknesses
While Sanji does not have any outstanding weaknesses or kryptonite (besides women), he is a physical fighter and possesses all of the human weaknesses one does:
(Ch. 61, pg. 17) If he’s injured enough (he had cracked bones), then Sanji will be unable to withstand the force of his own kicks. Image
